Dr. Owen Perlman MD
Physical Medicine and Rehabilitation
Dr. Perlman is a graduate of the University of Michigan Medical School in 1978. He completed his residency in Physical Medicine and Rehabilitation at the University of Michigan in 1981and served as the Chief Resident in his senior year.
He is Board Certified in Physical Medicine and Rehabilitation. Upon completing his residency he was hired at U-M as the Medical Director of the Adult Inpatient Rehabilitation Unit.
In October 1984, he was hired by St. Joseph Mercy Hospital in Ann Arbor to develop a Rehabilitation program. He recruited a team and developed a 40-bed CARF accredited inpatient rehabilitation unit, an inpatient CARF accredited Brain Injury Program, an outpatient
CARF accredited Brain Injury program still in existence known as the Joyce Massey TBI Day Treatment Service, a CARF accredited Work program to return injured workers to work and multiple outpatient therapy programs.
He is the Founder of Associates in Physical Medicine & Rehabilitation (APMR), a physician specialty practice in PM&R that is a full-service practice
with 5 office locations. He has specialized in the care of patients who have sustained catastrophic neurological injuries, primarily traumatic brain injury, and spinal cord injury.
He is the Medical Director of post-acute residential TBI programs and treatment centers including Rainbow Rehabilitation Centers, Resilient Life Centers
and Resilire Neuro.
He is currently a National Board Member of the Brain Injury Association of America and Co-Founder of the Michigan Interfaith Coalition formed in response to
the unethical and immoral implementation of the Michigan Auto No-Fault Insurance Reform which has limited or taken away care from Michigan drivers injured in
motor vehicle accidents.
He is a former Board Member of the Brain Injury Association of Michigan (BIAMI) and is an active leader in the Michigan Brain Injury Provider Council (MBIPC) and
CPAN.
